Miami-Dade County Public Schools (MDCPS) is the fourth largest school system in the nation. The large urban district is comprised of six "Regions", each with a regional superintendent and administrative staff. In all, there are over 345,000 students in the district. In order to meet the needs of the students, there are more than 43,000 full and part-time staff (over 17,000 of whom are teachers) in 302 schools (201 elementary schools; 52 middle schools; 31 high schools; and 18 alternative/specialized schools).

The district is the recipient of several federal grants aimed at implementing systemwide change in the way services are provided for Limited English Proficient (LEP) students through such means as technology implementation, school-home-community engagement and various collaborative efforts. Ninety-four different languages are represented within the districts' LEP population, with Spanish (85%), Haitian/Creole (12%) and Portuguese (1%) being the top three.

Given the demographic make-up of the district, bilingual programs play a significant role in the education of the students. In MDCPS, there are five types of programs specifically geared toward LEP students: English for Speakers of Other Languages (ESOL), Spanish for Spanish Speakers, Elementary Spanish as Second Language, Secondary Foreign Languages (Spanish, French, German, Italian, Portuguese, Latin, Hebrew, and Haitian-Creole), and Basic Skills in the Home Language. In terms of dual language programs, extensive districtwide initiatives exist that ensure all children, not only LEP students, are exposed to two languages (English and another language). The goal is for students to become biliterate and bilingual. Coral Way Elementary School is one example of many that offers schoolwide, extended language programs (60% instruction in English and 40% in another language). The Division of Bilingual/Foreign Language Education oversees these programs and is central to bilingual efforts within the district. The purpose of the Division is to:

encompass those programs whose ultimate goal is to produce students who can communicate orally and in writing in English and in another language with proficiency commensurate with their experiential and educational level, age, and interests and who can interact effectively with groups using those languages.
